The Imperial Conference of 1926 and the Statute of Westminster of 1931 confirmed that the British Commonwealth of Nations would be a voluntary association, with its strength to be determined by the decisions of its respective members. The statute granted partial independence to Canada; the country had not, however, been completely separated from Great Britain.
